I've got 225/40-18 falken fk-452 tires on my aftermarket rims and I have not had any issues. I've put about 10,000 miles on them now and am still gripping pavement like a champ. I'll vouch for them.

I don't really see where the issue is. I live in Delaware, and I am sporting personal plates myself. I went to the DMV to get my special plates when I had my temp tags because I didn't know any better. The DMV told me I had to wait until I got my issue plates from the dealer where I purchased my vehicle.
I'm not sure about your state, but in my state if you have special tags you are issued 2 plates. One is your regular plate which is what it seems the dealer got for you, as they got for me also. The second plate is your special one. Both are listed on the registration. There was no additional fee to have the special plate added to the registration, just the cost of the plate itself. However, the standard issue plate is supposed to be kept in my vehicle at all times (I keep it in my glove box).
I thought that back in the day when you purchased a new car it was always the dealer thing to screw you over by adding fees for "Tax, title, and registration." If dealers used to charge you for it, then wouldn't that mean they've always been registering these vehicles for you? Correct me if I'm wrong.

Just a quick fun little fact for those of you that don't know - Military dog tags do come in sets of 2 - The dog tag is hung around the neck on a chain of 365 beads. The second tag is actually your toe tag, hence the smaller chain of 52 beads. The reason for the number of beads is of course number of days in a year / number of weeks. If you are captured you can count days by removing a bead.
Now you know, and knowing is half the battle.

if you go to www.paint.net you can download a free image editing program similar to photoshop if you want to resize them yourself. Also, I believe scionpix.com lets you resize images right from the website if you host there instead.
