The VSC shouldn't slow you down, unless the wheels are spinning when accelerating (like they would on snow or sand).

There isn't much reason to turn it off except in a few low-speed/loose ground situations or when stuck and a wheel is spinning.
Unless you are drifting . . .

(VSC is one of the contributing factors in my purchase of the xB.)

If there is NO light at all, it is in the normal "on."
When it lights up yellow with the VSC icon, it is working (is actively working to keep the vehicle stable).
If there is a yellow light on and a beeping sound, it is working really hard and you are on the edge of the system (It is fighting your steering/braking/throttle input to maintain vehicle stability-> to prevent swapping ends).

If there is a light that says: VSC OFF, it is off.

The system only lets you know when it is actually working (actually manipulating the vehicle to maintain stability) or when the VSC is turned off completely.
If there is NO light at all, the system is ON, but is not actually in use (not needed).

I like to have full power available and not have it adjust.  Look at any sports car with it... when they test the car they get the best time and performance only when the traction control is turned off.

That is by people who know how to have excellent car control (or at least above average), on a closed track, and they DO smoke the tires somewhat in controlled slides and moves that are inadvisable on a public road and beyond the ability of 99% of drivers.

As for me (and I KNOW how to do controlled 4-wheel drifts in a corner), I will keep the VSC on unless stuck or driving in snow.

Hell yeah I auto crossed for a few yrs. so yeah I like to have full unadultrated power when needed sooo............I will reach down and turn it off ! Most of the time it is left on.

I did freak out a couple of peeps one day leaving work and fried the front (s) pulling out into traffic. I got alot of questions the next day at work.

Traction Control monitors wheel slip. Stability Control monitors rotation around the Z-axis, using a yaw rate sensor, and the driver's intended path of travel, meaning which way they're steering. This system can brake individual wheels, and on some cars, control engine and transmission output too. In my opinion, it's worth every penny for most road users.

Here's a nice video from Bosch about their ESC system:

http://dl3.interlake.net/shared/wm/M225693_20071211_153047/ESPerience/us/the_falling_box.wmv

ESC (Electronic Stability Control), VSC (Vehicle Stability Control), ESP (Electronic Stability Program), Yaw Control. Many manufacturers call it different things, but it's essentially the same program. This however is not the same purpose of Traction Control.
