So only a cat-back exhaust would be allowed?  If so, would I be limited to the Toyota product?  I was looking at the dual exhaust Borla's for the xB...

No you would be fine getting the borla dual exhaust.  You just cant modify or change the pulley, injectors, air intake, headers, all the pertinant stuff connected directly to the installation or the charger.
