I can't remember where I found the link.  You could select your car, color and then rims and even several colors/fades of tint.  I'd love to find that site again if anyone could help me out!

http://www.tirerack.com let's you change the vehicle color and see rims on it, don't think it does tint though.

tirefactory.com

click on virtual wheels (can even see them spin!), can pick tint and fades, of course car and color.
